THREE RIVERS — Three Rivers city manager Joe Bippus received 323/350 points, 4.6/5, on his evaluation by Three Rivers city commissioners Tuesday, and they had high praise for his performance.
“You always amaze me,” Commissioner Daryl Griffith said. “It’s been one of your strongest years. I appreciate you and your staff — you make this job easy.”
Commissioner Diane Haley-Clay said, “you’re always there when I come to see you. You always get back to me. I see (on the commission agenda) all the things you are doing and I’ve never seen you lose your composure.”
Mayor Tom Lowry said “I absolutely believe we are fortunate to have Joe Bippus as our city manager. Overall he does an amazing job.” Specific positive qualities Lowry mentioned: he’s a planner, he thinks ahead, he knows the budget inside and out, he’s an excellent negotiator that comes out of a closed room with a good deal for the city yet which is fair to the other party, he is an idea person, he has stellar integrity.
